The idea behind this is not entirely wrong, the best way to become a better mountain biker is not to buy more bits, it's to go ride your dang bike. That being said, there is a baseline quality of parts and modernness of geometry that is required to facilitate that progression.
Sure, you can ride most things on most bikes but having the right tools for the job makes it a lot easier by leveling out the playing field and opening up all of the possibilities on the trails.
But, the overarching point does ring true, buying little bits or marginal upgrades will not make you an objectively better rider, despite what industry marketing copy may tell you.
